Thor O'Connell Eagle Project (1987)
The project conducted by Thor O’Connell involved collecting data on all of those who could not care for themselves during emergencies, such as fires and burglaries in Plandome. He compiled a list of a of those that were “under the age of six, handicapped, disabled, and elderly”. He gave this list to the local fire and police departments so they could use it as they wish.
